As you are aware we have encountered some delays......primarily due to the availability of a Grua (height adjustable hydraulic basket). The Grua was on site today and the electrical wiring was completed into the power source (pictures attached). On Wednesday, the Grua will return to complete the physical installation of the cameras on the poles. We purchased 10 meter poles in order to mount the cameras higher than the CFE poles in order to get a greater panoramic view and fully utilize the zooming and distance capability of the system. The poles are tapered similar to a flagpole, wider at the bottom and thinner at the top for stability in high winds. Each camera weighs 5 kilos and will be mounted approximately a meter from the top in order to eliminate and swaying from the weight of the cameras during periods of inclement weather. The internet speed in the Racquet Club office and guard buildings will be upgraded to the fastest available in order that bandwidth availability will not be a problem during periods of high use. I appreciate your patience in the completion of this project, and the seemingly constant delays. At present I'm am projecting a 3 week completion timeframe (factoring in other possible delays).

I'm pleased to announce that the poles for the camera system will be arriving at the Raquet Club this afternoon in addition to the anchors to put them in the ground. The cameras, wiring, connections, etc. have also arrived in Guadalajara and we are in a position to proceed with the installation. The poles will need to be set in concrete, primed, and painted in addition to all the electrical requirements installed in order to give power to the cameras and the main system in the guard shacks. The approximate installation time will be 2 weeks (according to the company that is doing the installation). After the installation and guard training, RESIDENTS THAT ARE CURRENT ON THEIR DUES AND ALL ASSESSMENTS WILL BE GIVEN AN INDIVIDUAL SECURITY NUMBER WITH WHICH TO ACCESS THE SYSTEM THROUGH THEIR HOME COMPUTER OR CELL PHONE. THOSE NOT CURRENT ON FINANCIAL OBLIGATIONS WILL NOT BE GIVEN ACCESS TO THE SYSTEM ,NOR WILL THEY BE GIVEN AN INSTRUCTION PACKET. Instructions to the system will be available for those residents accessing the system at the office in a few weeKs. I appreciate your patience in this endeavor that should have the effect of improving security in our neighborhood.

I'm pleased to announce that a contract was finally signed today to begin the installation of the surveillance camera systems in the Racquet Club after a great deal of research, site visits, manufacturer interviews, and price negotiations!!!!! The installation will start in approximately 30 days.
The contract was awarded to SSIA (Sistemas De Seguridad Intelligentes Y Automatizaciones) in Chapala. This surveillance system is very similar the the one that was proposed to the membership at the annual meeting but each camera is less expensive that was originally contemplated. What this means is that we are getting a lot more for our investment than previously proposed. But there are some trade offs that had to be made. The first is that the two way communication between the camera and potential suspects was removed from the system. This however can be optionally added at a later date, if desired. The second was that the distance capability is not quite as great as the originally proposed system, but this system will be adequate for our needs. We are initially starting three external high resolution zooming color cameras in the areas that have been most vulnerable to entry from outside. Additionally there will be an inexpensive camera in each of the guard houses in order to be in a position to monitor the activity of the guards. The original study to fully secure the Racquet club in ALL areas required 11 cameras, and the system will be enhanced and more cameras installed as funds allow and needs dictate. A 32 inch flat screen TV will be installed in the main gate in order to monitor the system. In order to set your expectations the highlights of the system are as follows:
1. Each external camera will be mounted on a 10 meter pole in perimeter locations deemed by experience to be vulnerable.
2. The cameras are in ultra high definition color with high quality night vision (black and white at night)
3. Each camera will have the high transmission capability antenna for transmission to the central site (main gate) that is capable of a range of 4 kilometers. It was felt that this was necessary due to the terrain of our neighborhood.
4. The main controller in the main gate has a capability to operate 24 cameras, in order that any potential increased requirements will not render the controller obsolete.
5. Every homeowner that have PAID ALL THEIR DUES AND ASSESSMENTS WILL BE GIVEN AN PRIVATE PASSWORD IN ORDER TO ACCESS THE SYSTEM FROM THEIR HOME COMPUTER. HOMEOWNERS THAT HAVE NOT SATISFIED THEIR FINANCIAL OBLIGATION WILL NOT BE GIVEN ACCESS.
6. Homeowners in good standing will also be able to access the system from their smart phones by the downloading of an app. Each homeowner can customize their view of the system in order to only monitor the cameras in their immediate area, or to monitor the entire system at their option.
7. Zooming capability is 16X real time, but only the guards will be able to utilize the zooming feature.
8. Storage of the complete system camera views will be computer hard drive based rather than the obsolete tape based system currently in use. If review of the stored data becomes necessary it is accessible digitally for much more rapid review.
9. Each camera can rotate 360 degrees and tilt from 15 to 90 degrees as required by the guards in order to view a suspected intrusion.
10. The system has full motion and intrusion detection.
11. The system runs on electricity, so if there is an electric outage the system will be inoperable until such time as the problem is resolved by CFE. An optional generator can be added if deemed appropriate at a later date.
It is truly unfortunate that currently only 52 percent of the homeowners in the Racquet Club have paid their assessment for this system (hence the reduced number of cameras). We live in a democracy and for some to exhibit such anti social and childish behavior as to not fulfill their financial obligation merely because they didn't get their way in a fair and honest vote speaks highly of their selfish nature and inability to accept the will of the majority. AS ADVANCE NOTICE TO THE 48 PERCENT THAT HAVE NOT PAID THEIR ASSESSMENTS, A SIGN IS BEING ORDERED THAT WILL LIST THE NAMES AND ADDRESSES OF THOSE NOT IN COMPLIANCE WITH THE MAJORITY AND WILL BE POSTED AT THE MAIN ENTRANCE TO THE RACQUET CLUB. This action has had legal review by our attorneys, and there is no violation of Mexican or privacy laws. It has also been recognized that if some residents are experiencing financial hardship, please stop by the office and a potentially a payment pla can be arranged depending on individual circumstance.
